From the left-hand pane expand 
Software.
From the left-hand pane, right-click 
Program Sets and from the menu, choose New Program Set.
Type a name and description for the new program set. At this point you can:
Choose the Shortcuts tab to add shortcuts to the program set.
Choose the Groups tab to associate groups with the program set. A group gives users (in the group) access to the program set.
Click OK. The new program set appears in the right-hand pane.
in the toolbar, or
from the File menu choose New, Program Set.
